DETROIT (AP) - Plans are coming together for a new festival showcasing Detroit's creative community.

The Detroit Design Festival takes place Sept. 21-28. Online retail mortgage lender Quicken Loans Inc. announced Monday that it will be the "premier sponsor" for the event, which will feature fashion shows, exhibitions, lectures, installations and studio tours, performances.

With the sponsorship, the Detroit Creative Corridor Center will be able to provide grants to local designers and creative professionals to showcase their work.

Denard Robinson threw a 16-yard pass to Roy Roundtree with 2 seconds left, lifting Michigan to a 35-31 heart-pounding win over Notre Dame on Saturday night. 

The Wolverines took their first lead on Robinson's 21-yard pass to Vincent Smith with 1:12 left, then lost it. Briefly. 

Tommy Rees threw a 29-yard touchdown pass to Theo Riddick with 30 seconds left, but the Fighting Irish left Jeremy Gallon wide open on a pass that let Michigan go from its 20 to the Notre Dame 16. 

About 300 members of the Michigan Air National Guard are expected to report to active duty this month for deployment to Afghanistan.

Selfridge Air National Guard Base announced today that the group of its 127th Wing Airmen will include pilots, crew, maintenance technicians and support personnel. They're expected to serve 4- to 6-month tours in support of Operation Enduring Freedom.

They will be part of a unit flying the A-10 Thunderbolt II aircraft. The unit had been scheduled for deployment in spring 2012, but the timetable was moved up.

So far this year, more than 200 military members from the base in Harrison Township, about 20 miles northeast of Detroit, have been deployed.

DETROIT (AP) - U.S. Rep. Gary Peters says he's seeking election in the newly drawn 14th District.

The Democrat from Oakland County's Bloomfield Township serves the 9th District. He made the announcement on Thursday. Peters says the new district "bridges diverse communities," and he remains "committed to ... bringing our communities together."

The districts were redrawn by the state Legislature and signed into law in August by Republican Gov. Rick Snyder.

The 14th District is held by veteran Democratic Rep. John Conyers. It stretches from Detroit to Pontiac and dips below Eight Mile Road. The thoroughfare has come to symbolize the boundary between Detroit and its suburbs, black from white.

The redrawing puts Peters and U.S. Rep. Sander Levin in the same district. Levin has said he will run in the 9th District.

HAMILTON, Mich. (AP) - A judge says a western Michigan farm violated federal law by selling cows for slaughter with illegal levels of antibiotics.

Judge Gordon Quist ruled in favor of regulators who say Scenic View Dairy in Allegan County repeatedly ignored warnings about selling the cows for human consumption.

Quist didn't order a penalty last week and says he doesn't want to put Scenic View out of business. The judge told the farm and the government to come up with an agreement by the end of September.

Scenic View's primary business is milk but about 70 cows a week are sent to slaughter for human consumption. The farm claims there are exceptions to the government's drug rules. But the judge says
they don't fit.

Welfare recipients could not use their state-issued debit cards to draw cash from casino ATMs or buy lottery tickets, alcohol and tobacco under legislation moving through the state Legislature.

The Michigan House passed bills Wednesday that would restrict the use of Michigan Bridge Cards, used like debit cards for state food assistance and cash programs. The major bills passed 108-0 and advance to the Senate.

Monthly food assistance in Michigan is based on income, how many people are in their household and other criteria. Funds are made available on a debit card swiped through electronic reader when buying groceries.

Other bills in the package would require the state to deactivate a Bridge card when a recipient is in jail.

DETROIT (AP) - A police dive team has found a cannon in the Detroit River near the city's downtown. The cannon was discovered about 200 feet from Cobo Center in July. The police department says the cannon could be more than two centuries old.

Scores of seniors upset the state will tax some of their public pensions for the first time are expected to pack the courtroom when the Michigan Supreme Court hears oral arguments on the law.

The hearing begins Wednesday morning in the Hall of Justice.

The case is a major test of sweeping tax changes put in place earlier this year by Republican Gov. Rick Snyder.

He wants a Supreme Court advisory opinion that would effectively pre-empt any court challenge on the law filed by opponents such as public employee unions, who say the state constitution protects their pensions from being taxed.

Starting Jan. 1, pensions and some retirement income that previously was partially exempt would be taxed as regular income for those born after 1945.

LANSING, Mich. (AP) - A rally is scheduled Wednesday on the steps of the state Capitol protesting proposed changes to the state's medical marijuana law.

The Michigan Medical Marijuana Association president and other speakers during the rally in Lansing are expected to discuss the law and treatment patients and caregivers have received from law enforcement. The event starts at noon.

Michigan voters in 2008 approved use of marijuana to relieve pain and other chronic ailments. About 100,000 people have state-issued cards letting them have 2.5 ounces of "usable" pot and up to 12 plants. Registered caregivers also can grow marijuana for five people.

Michigan's Appeals Court has ruled some sales at dispensaries illegal.

Changes proposed by some Michigan legislators requiring stricter doctor-patient relationships before a patient could get authorization to use the drug.

LANSING, Mich. (AP) - Gov. Rick Snyder is ready to launch a new series of fall initiatives, including measures to improve Michigan residents' health, fix crumbling roads and sewer systems and train
more people for available jobs.

He could unveil his health and wellness initiatives as early as next week. The Republican governor plans to lay out a roads plan in October and a way to better tap Michigan workers' talents in
November.

Snyder has been focused on "reinventing" Michigan since he took office in January, and doesn't plan to slow down anytime soon.

But he could be distracted this fall by a flurry of bills being pushed by fellow Republicans, such as making Michigan a right-to-work state and outlawing a late-term abortion procedure that's already illegal through a federal law.

DETROIT (AP) - A plan by former NFL star Jerome Bettis to build high-end condos and retail on a 43-acre industrial site along Detroit's riverfront is moving forward with the start of soil cleanup.

Bettis and Mayor Dave Bing announced Friday that companies that once operated on the site are removing contaminated soil, which stalled redevelopment plans.

The $20 million first-phase cleanup of a third of the site is expected to take 18 months. Negotiations continue for the remaining cleanup of ammonia, iron, and coal byproducts.

Bettis says he and his partner are the site's developers. He says his project is seven years in the making and is expected to help revitalize Detroit's riverfront.

Bettis starred at Detroit's Mackenzie High School, and played professionally for the Rams and the Steelers.

DETROIT (AP) - Ten years later, a federal appeals court has overturned a murder conviction in Wayne County because jurors weren't told that the gunman had a history of mental illness.

The court on Friday says Reginald Walker's trial lawyer was ineffective. The court ordered Walker's release from a life sentence unless he's brought to trial again within six months.

There is no dispute that Walker fatally shot a man inside a Detroit liquor store in 2000 and then walked out. The victim was a complete stranger.

The 57-year-old Walker has a history of mental illness, but his defense was based on self-defense. The appeals court says the 2001 trial strategy was greatly contradicted by "every piece" of evidence. The court's decision was 2-1.

Opponents of a planned nickel and copper mine in Michigan's Upper Peninsula are making a final legal appeal to halt initial blasting at the site.

Four organizations have filed a motion in Ingham County Circuit Court for a stay of mining permits issued by the state Department of Environmental Quality. A judge with the court is considering an appeal of the DEQ's decision to grant the permits.

The Huron Mountain Club, Keweenaw Bay Indian Community, National Wildlife Federation and Yellow Dog Watershed Preserve say the mine jeopardizes water and air quality in the forestland of western Marquette County. They say extracting minerals at the site could pollute ground and surface waters with sulfuric acid.

Kennecott Eagle Minerals says the project can be carried out while safeguarding the environment.

DETROIT (AP) - Former NBA star Magic Johnson is asking a Michigan judge for "mercy" and no prison for former college teammate Jay Vincent.

Vincent will be sentenced Friday for fraud. He and Johnson grew up in Lansing and were stars on the 1979 Michigan State national championship team.

In a letter to a federal judge in Grand Rapids, Johnson says Vincent is a "really good guy" with a "tremendous heart." Johnson believes Vincent got involved with the wrong people and "made some really bad decisions."

Like Johnson, the 52-year-old Vincent also played in the NBA. He pleaded guilty in a fraud case involving thousands of people who paid to become certified home inspectors. Prosecutors are recommending nine years in prison. Vincent has been in jail since late July for a bond violation.

U.S. Rep. Thaddeus McCotter is complaining about his exclusion from next week's MSNBC Republican presidential debate because of his standing in the polls.

Booth Newspapers says MSNBC required candidates to get at least 4 percent support in one of eight polls. McCotter is a recent entrant to the race, officially declaring July 4.

Speaking Wednesday on "The Dennis Miller Show," the Livonia congressman said some of the eight candidates who'll be on stage Sept. 7 at the Ronald Reagan Presidential Library are tied with him in the latest Quinnipiac University poll. That's because they did better in earlier polls.

That poll shows McCotter, Jon Huntsman and Rick Santorum all at 1 percent.
