A state oversight board is giving the Flint City Council its power back.

The council’s powers have been limited since the Gov. Rick Snyder appointed an emergency manager to run Flint back in 2011. For much of the past four years, the nine City Council members have had little real authority at City Hall.

But today, the Receivership Transition Advisory Board repealed order  No. 3, which reinstates the powers afforded to the City Council by Flint’s city charter.

Council President Kerry Nelson says the board can now be an equal partner with the mayor at City Hall.

The Flint water crisis is complicated, and more details are being revealed nearly every day.

Dayne Walling has lived it from the beginning. Walling was the mayor of Flint from 2009 to 2015, the period of time when crucial decisions were made regarding Flint’s water supply.

Governor Rick Snyder says he would like to give Flint’s mayor "more authority." 

Flint has been under state oversight since 2011, when Snyder appointed the first of four emergency managers to run the city.   The last emergency manager left in April 2015.

But this week, after meeting with Flint Mayor Karen Weaver about the city’s drinking water crisis, Snyder suggested it’s time to move closer to local control.

Flint’s new mayor has laid out her priorities for her first hundred days in office. Not surprisingly, the plan largely reflects the issues she stressed in her campaign.

Karen Weaver defeated incumbent mayor Dayne Walling in last month’s election.   She’s been on the job for nearly a month. 

Even though roughly a quarter of her first hundred days have passed, the mayor says now was a good time to update people on her plans for her first 100 days.

Flint Mayor-elect Karen Weaver will be sworn in on Monday.   But she’s starting with less power than her predecessors.

When he took office six years ago, outgoing mayor Dayne Walling appointed more than a dozen top city officials.   But incoming mayor Karen Weaver can not appoint a single department head.

One of the last decisions by Flint’s last emergency manager was to give all personnel decisions to the city administrator.

Flint’s financial emergency is over, and the city is regaining a degree of local control.

Gov. Snyder issued the order today lifting the city’s “financial emergency” designation.

Jerry Ambrose had the shortest tenure of any of the city of Flint’s emergency managers.

It started in January 2015 and ended today.

But he has been there almost since Gov. Snyder put the city under state receivership after a ‘financial emergency’ was declared in 2011.

Flint’s mayor and city council are getting a pay raise. 

They are going back to their salary levels before the state takeover.

Flint’s elected leaders saw their salaries reduced to zero when the first emergency manager stepped in in December, 2011. Since then, as their roles running the city were slowly restored, their pay checks grew.

Flint is looking to borrow its way out of its budget deficit.

Emergency Manager Jerry Ambrose wants to ask the Michigan Local Emergency Financial Assistance Loan Board for a $7 million loan.   

The term of the loan would not exceed 15 years and the interest rate would not exceed 3%. Annual payments on such a loan would be less than $600,000 annually.

Flint’s search for a consultant to help with its water problems is down to one, by default.

Only one company applied for the water consultant job.

A consultant’s report says Flint police should stop responding to non-emergency 911 calls. The consultants say that would give police more time to investigate violent crimes in Flint. 

That’s just part of a report delivered by a Washington, D.C. consulting group to the Flint city council, mayor, emergency manager, as well as the city’s police and fire chiefs last night.

Flint is getting its fourth, and possibly its last, emergency manager.

Flint city finance adviser Jerry Ambrose is replacing outgoing emergency manager Darnell Earley. Earley is leaving after 15 months to take the same job with the Detroit Public Schools.

Flint firefighters’ next contract will be decided by a state board.

Last night, the Flint city council approved an alternative contract to the one the city’s emergency manager wants to impose on Flint firefighters.

Flint’s emergency manager is drawing closer to picking a key appointee to help guide the city out from state oversight.

Flint has been run by an emergency manager for three years. But current emergency manager Darnell Earley’s tenure will end in April. 

Earley wants a city administrator to take over his role running the day-to-day city business. 

A national search drew more than two dozen applications. That number has been trimmed to five finalists and one alternate.

Flint’s emergency manager says time is running out for city council members to complete required governance training.

Darnell Earley's appointment as Flint’s EM ends next spring. But it’s unclear if state oversight will continue, or a transition back to local control will begin.

Completing the training is part of Earley’s plan to begin the transition.

Flint Mayor Dayne Walling and two councilmen have completed or nearly completed training for how to manage city budgets and other local government skills.

Why are water bills in Flint higher than anywhere else in Genesee County?

The Flint Journal and Mlive found water customers in Flint pay on average $140 a month for water and sewer service. That is tops in the county.

It’s also $35 a month more than Montrose, which is second-highest.

Not only is the cost high, but it looks as if it will only go up. The budget set out by Flint Emergency Manager Darnell Earley calls for a 6.5% increase in water and sewer rates.

The Flint City Council may soon try to push out the city’s emergency manager.

Flint has been under the control of an emergency manager appointed by the governor since 2011. Three men have served as Flint’s emergency manager.  Darnell Earley was appointed to the job a year ago. His 18-month appointment ends next Spring. 

But that’s not soon enough for City Councilman Sheldon Neeley.

“Democracy needs to be restored, today, right now,” says Neeley.

Neeley says the current emergency manager law gives the city council the power it needs to remove Earley.

Flint’s search for a city manager begins in earnest Sept. 1.

Emergency manager Darnell Earley wants to hire a city manager to serve as a bridge from state oversight of the city. He hopes to choose someone by December.

“I’ve already had some preliminary conversations with some executive recruitment firms,” says Earley. “Although we’re going to do this in-house, I’m going to beg and plead as much as I can for assistance to get that word out so that we can cast the widest net we possibly can.”

A Flint city manager would be joining the city at a time of major change.

Flint is making progress toward possibly beginning the process of emerging from state oversight next spring. But there’s still a lot to do.

State officials met with Flint’s emergency manager, mayor, and city council members this week to discuss a possible plan to transition the city back to local control.

Flint city government may undergo some major changes, if the recommendations from a blue ribbon committee become reality.

Before the governor appointed an emergency manager to run the city of Flint in 2011, the city’s mayor ran much of the city’s day-to-day business.   The city council, ombudsman and civil service office also held significant control.

When Flint eventually emerges from state oversight, someone else could be calling the shots.

Flint's state-appointed emergency manager is proposing a $55 million budget that would cut 36 police officer positions and 19 firefighter jobs. 

Darnell Earley's two-year budget plan also includes higher fees for property owners for street lighting, garbage pickup and water and sewer service.

Flint’s water customers may need to prepare to pay more for their tap water.

A consultant is recommending the city plan on annual rate hikes for the foreseeable future.

Flint’s aging water system has endured more than a hundred water main breaks since New Year’s Day. The city is also planning on replacing water service from Detroit by tapping into the Flint River and eventually a new pipeline that would reach Lake Huron.

The city of Flint will not be getting a major federal grant that would have paid to keep many city firefighters on the job.

The Federal Emergency Management Agency has turned down Flint’s request for a nearly $8 million SAFER grant. The city has used two previous SAFER grants to pay dozens of firefighters.

The Flint city council is expected to consider a plan tonight that may lead the city out from under state oversight.

Flint has had a series of state appointed Emergency Managers, dating back to 2002 under Governor Engler.

Darnell Earley is the current man in the job. He's outlined a seven- point plan to prepare the city to transition back to local control for the first time since 2011.

Earley’s plan includes addressing Flint’s deficit, legacy costs and strategic planning.

Tonight, Flint’s Emergency Manager plans to lay out what has to be accomplished before the city can begin the transition back to local control.

Darnell Earley is the third man to hold the post.   At tonight’s city council meeting, he will present seven points that will have to be met to insure he will also be the last.

“When is the city going to come out of the emergency management? When is it going back into local control? It won’t until we satisfy those seven points,” says Earley.

A consultant is being brought in to assess what can be done with the city of Flint’s public safety department.

Budget cuts and smaller workforces have strained Flint’s police and fire departments in recent years.

Flint Emergency Manager Darnell Earley says efforts to reorganize the city's public safety departments have "really brought into question" their effectiveness.

He says the goal of the new study is to translate the city's financial resources into the public safety services the community needs.

Flint’s emergency manager says a special blue ribbon committee looking at ways to better run the city should continue to meet behind closed doors.

Emergency Manager Darnell Earley appointed the 23 member committee this month. The panel will be meeting for the next several months to study how best to run the city. And those meetings are taking place behind closed doors.

The Flint City Council meets tonight, and for the first time in two years, the council will actually have something to do.

Flint has been under a state-appointed emergency manager for two years.

Current emergency manager Darnell Earley says it’s time for the City Council to get more involved in decisions.

“The way to do that is for them to begin some of their meetings on some issues that we want ultimately the council to have some impact on,” says Earley.

Recently, Earley required the City Council members to attend a session on “good governance”.

An embattled Flint city councilman plans on taking part in a special training session tomorrow, despite calls for him to resign.

Councilman Eric Mays was recently charged with drunk driving and marijuana possession.   Mays has refused Flint Emergency Manager Darnell Earley's call for him to resign.

Mays’ attorney says Mays will take part in the governance training session.
