The crest is expected to be near a record high.&nbsp;&nbsp;&nbsp;&nbsp;</p><p>This week&rsquo;s heavy rain and snow are being blamed for the rapidly rising River Raisin. The flood waters have already spilled over the river&rsquo;s banks in Monroe and Dundee, inundating neighborhoods and businesses. From the AP:</p><blockquote><p>Police and other emergency personnel responded to the Tuesday afternoon crash at Munson Park. A police dispatcher says reports of the crash came in at 4:04 p.m.</p><p>Munson Park is at the southeast corner of Monroe Custer Airport, about 35 miles southwest of Detroit and just north of the Ohio state line.</p><p>FAA Spokeswoman Elizabeth Isham Cory says her agency is investigating the crash. She lost her bid for a third term in the November elections to Republican Dale Zorn.</p><p>The Monroe Democratic Party released a statement:</p><blockquote><p>"We are extremely saddened with the news that State Representative Kate Ebli has lost her courageously fought battle with cancer.
