The crest is expected to be near a record high.&nbsp;&nbsp;&nbsp;&nbsp;</p><p>This week&rsquo;s heavy rain and snow are being blamed for the rapidly rising River Raisin. The flood waters have already spilled over the river&rsquo;s banks in Monroe and Dundee, inundating neighborhoods and businesses.
