His contract ends in two weeks, and he says he isn’t interested in extending it.</p><p>You can hardly blame him. He is 74 and thanks to a successful career at General Motors, doesn‘t need the money. Roberts especially doesn‘t need more aggravation.</p><p>Being emergency manager of what is, in effect, a dying school system has meant 14 hour days and many angry people. There’s no way it could have meant anything else. Mayor Bernero said the cuts in the budget were unavoidable:</p><blockquote><p>&quot;Over half the budget is in police and fire.&nbsp; And yet, we have insulated police and fire up to this point&hellip;because the deficit was too large.&nbsp;&nbsp; But even now, we are doing everything we can to mitigate the effects on police and fire.&quot;</p></blockquote><p>The <a href="http://www.lansingstatejournal.com/article/20110517/NEWS01/105170329/-1">Lansing State Journal</a> reports that the city will attempt to reduce the number of cuts through employee concessions:</p><blockquote><p>Slightly more than 100 city workers could lose their jobs under Lansing&#39;s fiscal 2012 budget, though the city will attempt to preserve up to 61 of them by seeking employee concessions.Under the new budget, approved 5-3 by the City Council on Monday night, $3.3 million in state funds will be matched for every dollar gained in concessions before the fiscal year begins July 1.</p></blockquote><p><strong>New Emergency Manager starts at Detroit Public Schools</strong></p><p><a href="http://detroitk12.org/admin/emergency_manager/bio/">Roy Roberts</a> a former GM executive, had his first day on the job yesterday. The <a href="http://www.freep.com/article/20110517/NEWS01/105170347/1001/news">Detroit Free Press</a> reports he&#39;ll work alongside outgoing Emergency Manager Robert Bobb until Bobb&#39;s contract ends &quot;no later than June.&quot;</p><p><a href="http://news.michiganradio.org/post/new-emergency-manager-starts-detroit-public-schools">Michigan Radio&#39;s Sarah Cwiek</a> reported that Roberts says the district &quot;must undergo a &#39;cultural change&#39; and reject a &#39;Rodney Dangerfield kind of mentality&#39; for students to succeed.</p><p>Roberts has to balance a budget deficit of $327 million, and he can do that with broadened powers granted to him under the state&#39;s new emergency manager law.</p><p>Cwiek reports that Roberts &quot;says he doesn&rsquo;t have plans to dismiss the elected school board or throw out union contracts, though.&quot;</p><p>The Freep reports that Roberts is working under a one-year, $250,000 contract.</p><p><strong>Snyder calls for less humility and more unity</strong></p><p>Governor Rick Snyder gave a speech to the Economic Club of Grand Rapids yesterday in which he asked for &quot;less humility, a bit more swagger and a lot more unity among Michiganders,&quot; according to Chris Knape from the <a href="http://www.mlive.com/business/west-michigan/index.ssf/2011/05/gov_rick_snyder_calls_for_less.html">Grand Rapids Press:</a></p><blockquote><p>&ldquo;We&#39;re too negative,&rdquo; Snyder told what was billed as a record Econ Club crowd gathered at the Amway Grand Plaza Hotel. &ldquo;We look in the rear view mirror too much to say, &#39;this is what we&#39;ve always had, so we&#39;ve got to keep that going.&#39;&quot;</p><p>Snyder also lambasted the taste for political winners and losers in the state.</p><p>&ldquo;Too often they will view they won something because somebody else has lost,&rdquo; he said.</p></blockquote><p>Knape reported that Snyder had &quot;generally positive responses from the business-heavy crowd,&quot; except for one element in his speech - tax credits - Snyder&#39;s explanation &quot;landed with a thud,&quot; according to Knape. He has been fighting a deadly form of cancer.</font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">Thirteen months ago, he learned he had Stage Four tongue cancer, which had spread to the lymph nodes in his neck.</font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">His chances of surviving five years were put at less than fifty percent. Hearing such a diagnosis would be enough to emotionally destroy many people. Bobb toughed it out.</font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">He clearly is an intensely private person. In fact, I had never&nbsp; seen his age in print - he is sixty-six - or knew he was married until yesterday. People knew something was wrong with Bobb; he seemed to have lost weight, and at one point acknowledged he had been ill, but said he was feeling better. In fact, he was involved in an intensive course of surgery, chemotherapy and radiation.</font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">Bobb would show up at Henry Ford Hospital in the morning, checking in under a fake name, and get half an hour of intense treatment. Then he would go about the battles of the day, and sometimes endure abuse at school board meetings at night.</font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">Remarkably, his secret held, until he decided to reveal it to the Detroit Free Press yesterday, adding, almost as an afterthought, &ldquo;It was an hell of an ordeal, man.&rdquo; </font></font></p><p><font color="#000000" face="Arial" size="2"><font size="4">Why did he keep his condition from the public? It&rsquo;s part of current emergency manager Robert Bobb&rsquo;s <a href="http://news.michiganradio.org/post/detroit-schools-move-forward-charter-plans">Renaissance 2012</a> plan. Just this week, <a href="http://detroitk12.org/content/2011/05/03/18-local-and-national-organizations-submit-bids-to-transform-50-schools-to-charters-as-part-of-dps%E2%80%99-renaissance-2012-plan/">18 organizations</a> put in bids to take over 50 DPS schools and convert them into charters.</p><p>At the top would be a charter leader who does everything from fundraising to student recruitment to academic planning. Many worry what it will mean for their neighborhood schools, student transportation, and special needs students.</p><p>Danielle Clark&rsquo;s eleven-year-old daughter attends the <a href="http://www.detroitdayschoolforthedeaf.org/">Detroit Day School for the Deaf</a>. Bobb&rsquo;s plan calls for that school to close.</p><blockquote><p>&ldquo;This should not be an option, to close the only deaf school in Detroit. I drive 40 miles one way because this is my daughter&rsquo;s culture and her environment and this is the place where she needs to be.&rdquo;</p></blockquote><p>District spokesman Steve Wasko says concerned parents will have a chance to make their case directly to Bobb in other meetings this month.</p><blockquote><p>&ldquo;We may learn something about a school&hellip;that it&rsquo;s not a good candidate for closure or charter. In some cases we may learn that a school that we thought was a candidate for charter just simply has no interest from a charter. And if it&rsquo;s on the list of 18, it would indeed close.
