Flint fired its long-time water provider, the city of Detroit, last spring, and began treating its own water from the Flint River.
There were problems right away, including complaints by residents about the taste, smell and appearance of the water.
Flint was also cited for violating the Safe Drinking Water Act, when levels of a harmful chemical by-product, TTHM, got too high.
The city hired Veolia North America to make recommendations.
The reportsays Flint should do more training of staff, make changes to the chemicals used, and buy new equipment.
The changes could add about $2 million to the $70 million water department budget, just as Flint's city council is demanding that water bills for residents go down.
Flint will eventually get its water from Lake Huron, when a project that is building a new pipeline is completed.
Flint officials will discuss the recommendations at a Water Advisory Committee meeting on Thursday, March 19 at the Flint Public Library from 2:00-4:00 p.m.
