Gov. Snyder signed several bills into law today that he says will strengthen communities and protect taxpayers.

This morning, Michigan Public Radio Network's Rick Pluta reported Rick Snyder signed an updated local emergency manager law to replace the one rejected last month by voters. 

Mr. Snyder also signed 18 other bills ranging from extending school loan programs to tracking pollution.

In a press release, the Governor said the new laws protect the Michigan economy.

A proposed overhaul to Michigan’s public defense system will have to wait until next year for action by the state Legislature.

State lawmakers passed a flurry of bills in their “lame duck” session. But there were a number of high-profile bills that didn’t move at all.

One of those would change the way the state appoints lawyers to people who can’t afford one.

Michigan’s public defense system is considered one of the worst in the country.

Republican state Representative Tom McMillin says some of his G-O-P colleagues simply aren’t familiar enough with the problem.

“I think they’re going to come to the table, they kind of seemed like they were interested here towards the end, it just kind of ran out of time,” says McMillin.

Michigan Attorney General files terrorism charges against I-96 shooter

The man suspected of firing shots at more than 20 vehicles along I-96 and nearby roads faces a charge of terrorism and other felonies.

State Attorney General Bill Schuette filed the charges Thursday.

43-year-old Raulie Casteel could face life in prison if convicted. He also faces 60 counts in Oakland County related to the shooting spree.

Joy Yearout is a spokesperson for the attorney general. She said the charges are meant to send a message.

“Certainly terrorism is an unusual charge, but the facts of this case warrant it,” Yearout said.

The attorney general is consolidating cases related to shootings in Ingham, Livingston, and Shiawassee counties.

One person was injured in the shootings.

Lansing raising money for gun buy back program

Last week’s school shooting in Connecticut is inspiring the city of Lansing to hold a second gun buy-back program.

The capitol city’s last gun buy-back program collected nearly a hundred firearms in August.  People who turned in hand guns or semi-automatic weapons got gift cards in exchange.

The city hopes to collect ten thousand dollars in private donations for its next program.

Lansing mayor Virg Bernero says the initiative will get guns off the street and help keep the community safe.

Lansing has seen a dozen homicides this year.

Lawmakers find compromise, pass repeal of personal property tax

Legislation that will eliminate several hundred million dollars in taxes that businesses pay each year on equipment awaits Governor Rick Snyder’s signature. Michigan’s personal property tax applies to all kinds of things; car makers pay the tax on heavy machinery, restaurants pay it on new ovens and dishwashers.

The legislature voted early Friday morning to repeal the personal property tax and replace up to 80-percent of the lost revenue to local governments where the loss makes up more than 2.3-percent of the total tax revenue.

Local governments love the money they get from the tax, but it’s also complicated to administer.
