A new study from the Government Accountability Office shows municipalities in fiscal crisis have more difficulty applying for and managing federal grants.

The GAO focused on several financially-stressed cities including Flint and Detroit.  

The report found that budget cuts and personnel shortages made it difficult for cities to carryout the grant application process.

DETROIT- Two Michigan school districts have each received nearly $100,000 in federal grants to bring locally grown food to school cafeterias.

The U.S. Department of Agriculture announced the grants to Detroit Public Schools and the Waterford School District on Tuesday.

The Ford Foundation has pledged $127,000 to hire the firm Public Consulting Group to help manage Detroit's federal grant money.

The city has lost money in the past because of poor oversight of its grants, like a $400,000 lapsed grant to the Detroit Police Department for an armored personnel carrier.
