It appears lawmakers could once again delay the implementation of a new statewide teacher evaluation system.

The state Senate has unanimously voted to push back the deadline until the 2015-2016 school year.

The bill would also reduce from 50% to 40% the portion of teacher evaluations that would be based on standardized tests that measure student growth.

The state's current test, the MEAP, does not measure student growth, but lawmakers are locked in a fight over which test should replace the MEAP or whether to replace it at all.

Under state law, the new evaluation system was supposed to be in place during the current school year.

A state wide teacher evaluation system is finally seeing some movement in the legislature. The plan would rate teachers and administrators based on student growth on standardized tests and in-class observations. If teachers and administrators are found to be ineffective for three year in a row, they would be fired.

In 2011, state lawmakers passed a measure that was designed to toughen up Michigan's teacher evaluation system. The idea was that a teacher who repeatedly got poor evaluations could be fired.

How do you measure a teacher's effectiveness? 

One big way is to determine how much students learned and grew during the school year, and that is done through academic testing. 

But, three years out, the Legislature hasn't managed to agree on how those evaluations should be conducted, or even which test should be used to measure student growth.

And, left twisting in the wind, are school administrators, principals, and teachers who are wondering which standardized test they're supposed to start giving this fall.

As Michigan moves into new, uncharted waters in terms of testing and evaluating those who hope to become teachers, there are many views on whether this testing and evaluation is fair, helpful, and an accurate measurement of how students, teachers, and schools are doing.

Mitch Robinson is an associate professor and chair of music education at Michigan State University. A former teacher, his research is now focused on education policy and the mentoring of new music teachers. 

He believes test scores like the beefed-up version of Michigan's teacher certification test aren't telling us anything substantial about students or learning.

It sounds like a great idea.

Evaluate the teachers. Keep the good ones. Weed out the bad ones.

But how do you do this?

Your government representatives in Lansing will be debating a statewide teacher evaluation system this fall.

Here's your chance to talk to the people who put the proposal together.

The proposal was developed by the Michigan Council for Educator Effectiveness, a committee appointed by the state to develop an evaluation model. 

The model would rate teachers by both student test scores and classroom practices.

There are several complicated questions surrounding teacher evaluations in Michigan. Should there be a state standard for evaluating teachers? What should that evaluation encompass? Should teacher pay be pegged to the evaluation, the pay for performance system?

The Michigan council for educator effectiveness spent nearly 2 years and $6 million on a pilot program in 13 districts, and they’ve now come out with a recommendation for a new statewide teacher evaluation tool.

First on the show, Detroit's emergency manager Kevyn Orr is looking to hire a group to oversee Detroit's federal grant money.

This comes at the same time that federal officials are searching for ways to offer more aid to Detroit.

Orr visited went to Washington D.C. earlier this month to meet with Michigan Senator Carl Levin and some economists to get ideas about which grants programs would be best for the city.

Detroit News Washington Bureau Chief David Shepardson reported on this in today's Detroit News, and he joined us today.

How should the job performance of Michigan teachers be evaluated? What should the standard be? Should there be a state-wide common standard used to evaluate teachers?

Those were some of the key questions tackled by the Michigan Council for Educator Effectiveness. The temporary body recently came out with its recommendations for a new statewide teacher evaluation tool.

The Council is recommending that by 2015-16, half of a teacher’s evaluation should be based on classroom practices and the other half on student growth as determined by scores on tests.

The panel also is recommending that a teacher be dismissed after two years of ineffective ratings.

The Michigan Council for Education Effectiveness is proposing a new way to evaluate teachers and administrators.  The council presented its recommendations to the state legislature, the governor and the state Board of Education on Wednesday.

Michigan currently has statewide standards for teachers, but there is not an evaluation system in place. Current evaluations are conducted differently in each district. This new system would require teachers to be evaluated every year and receive one of three ratings: "ineffective," "provisional" or "professional." The evaluation is based on the teacher's classroom practice and their students' performance.
